Россия — самая мощная космическая держава, у которой, увы — сегодня нет на своей земле космодрома для пилотируемых полетов. Аренда Байконура в Казахстане ежегодно съедает миллиарды рублей из казны. Северный Плесецк не подходит для запуска кораблей с космонавтами — из-за географического положения: вывести на орбиту капсулу с экипажем практически невозможно. Идеей строительства собственной гавани для пилотируемых кораблей Россия озаботилась давно. И только сейчас проект приобретает реальные очертания.

Russia is the strongest space power which — alas! — has not got a national cosmodrome on its own soil to carry out manned spaceflights. Renting Baikonur by Kazakhstan consumes billions of roubles of the State Treasury every year. Northern Plesetsk is unsuitable for the lift-offs of spaceships with cosmonauts aboard because of its geographic site; it is nearly impossible to place in orbit a capsule carrying the crew. Russia has been concerned with the idea of constructing its own harbour for manned spaceships for a long time. It is not until now that the project acquires some real features.

La Russie est la puissance spatiale la plus forte qui hélas n’a pas de cosmodrome pour effectuer les lancements pilotés sur sa propre terre. Le bail de Baïkonour chez Kazakhstan dévore annuellement des millions de roubles du trésor national. Plesetsk situé au nord du pays ne convient pas au lancement des astronefs avec les cosmonautes à leur bord à cause de sa position géographique: il est prèsque impossible de placer en orbite une capsule portante l’équipage. La Russie se soussiait de l’idée de construire son propre havre spatial pour les vaisseaux pilotés il y a longtemps. Ce n’est que ce jour-là que le projet acquièrt enfin les contours distincts.
